The game doesn't NEED Naval Battles but I liked the implementation of the naval battles in Fall of the Samurai. With today's polish it could shape up quite nice, buuuuut it's before the age of cannons so who knows. With that in mind I think the ships would just be boarding and archer boats for that time period anyways, which is kind of boring.
